This capital project analyst position with the Electronic Systems Facilities Organization will play a critical role in overseeing the financial performance of high visibility capital infrastructure projects. This individual will be responsible for reviewing and validating construction cost estimates, tracking project cost performance, and analyzing estimate to complete (ETC) and estimate at completion (EAC) metrics across a robust portfolio of projects. The manager will be responsible for maintaining and developing all cost estimating tools and resources necessary to ensure budget development is accurate based on the scope and location of the proposed project. The position will report to the Director of Facilities Engineering & Project Management and work closely with Facilities Project Managers, Facilities Master Scheduler, and the Facilities Technical Review Board.
Key Responsibilities:

  • Lead the review and validation of capital infrastructure cost estimates, ensuring alignment with project scope and business objectives.
  • Partner with project managers to identify risks, variances, and opportunities within project budgets.
  • Establish and maintain a robust process for ensuring accuracy and consistency in cost forecasting and tracking methodologies.
  • Hold project stakeholders accountable for tracking and reporting cost performance on projects that are in an execution phase.
  • Conduct regular financial reviews to identify cost drivers and recommend corrective actions or opportunities to mitigate financial risk to established project budgets.
  • Support continuous improvement efforts in project financial tracking and estimating tools and procedures.
  • Mentor and guild project managers in developing financial acumen and accountability in tracking cost performance.
  • Develop and implement best practices for capital project financial management.


Required Education, Experience, & Skills

  • Bachelor's degree in finance, Business Administration, or Project Management; MBA or equivalent advanced degree
  • 8+ years of experience in project management or finance related field
  • Proven ability to manage EAC/ETC reporting and analysis across a portfolio of projects.
  • Exceptional analytical skills with a track record of driving accountability and performance improvement
  • Strong understanding of cost estimating, budgeting, and financial tracking for large-scale capital infrastructure projects.
  • Knowledge of standard construction details relative to DoD facilities, including ICD-705 requirements and an ability to interpret construction design documentation.


Preferred Education, Experience, & Skills

  • Experience in facilities management or construction project management for large-scale project with budgets exceeding $50M.
  • Familiarity with value engineering, earned value, and cost optimization strategies.
  • Understanding of project life cycle management and best practices
  • Proficiency with MS Project, excel, RSMeans, and other financial tools.


Pay Information
Full-Time Salary Range: $116419 - $197912
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
