The Telesat LEO Lightspeed Data Management Specialist will report to the Lightspeed Manager, Configuration Management & Change Control.

The Telesat LEO Lightspeed Data Management Specialist will be responsible for the log, capture, processing and release of both internal and contractor delivered Telesat LEO Lightspeed documentation. The Data Management Specialist will support the Document & Data Management Specialist with the end-to-end processing of LEO Lightspeed Program data and documentation as well as other related activities required to support the Lightspeed work.

The Document and Data Management Specialist will require a good working knowledge of document and data management processes and procedures with experience working with best practices standards such as CM2, ANSI-EIA 649, and/or ISO 10007 on medium sized systems integration Projects.  The Document and Data Management Specialist will also require excellent organizational, language, writing and communication skills with intermediate to advanced proficiency using MS Office products (MS Word, MS Excel, MS PowerPoint).

The role ensures that all data is accurate, traceable, audit-ready, and aligned with program baselines, supporting the successful delivery of high-reliability, mission-critical space systems.

Main Responsibilities

    The Data Management Specialist will work with other Configuration & Data Management (CADM) team members and Lightspeed technical and program management personnel in the following capacity:

Document and Data Management

    • Assign document control numbers on an as required and as requested basis.
    • Log and capture program documents (including CDRLs and other contractor deliverables) and maintain status in the Lightspeed Document Library.
    • Update and monitor contractor deliverable status as they move through the document process lifecycle
    • Generate Release Notices as required to notify the Lightspeed Program of received, completed and approved documentation
    • Assists in data searches for historical documents.
    • Support Program and Technical Reviews by capturing, distributing and maintaining design review packages, formal meeting minutes and other related objective evidence.
    • Execute the formal release and delivery of documents and/or data to Contractors.

Process Creation, Update and Management

    • Under the direction and approval of the Lightspeed Manager, Configuration Management & Change Control, develop and maintain document management process, procedure, templates and checklists.
    • Work with business and technical personnel to provide subject matter expertise on document and data management processes, procedure, standards, and systems.
    • Support continuous process improvement activities by identifying and driving improvements that will make the document and data management and configuration management processes more efficient, reliable, and cost effective.
    • Define and maintain training materials related to document and data management, and configuration management process and procedures.

Library Management & Tools Support

    • The Data Management Specialist will be responsible for assisting in the maintenance and upkeep of all data repositories and tools utilized for document and data management under the purview of Configuration and Data Management (CADM)
    • The Data Management Specialist will act as the data management subject matter expert, coaching, supporting and guiding Lightspeed Program personnel in the use of Configuration and Data Management tools, process and related procedures.
    • The Data Management Specialist will manage the Lightspeed Document delivery portal and review applications including managing access to all program data, files, reports, briefings, drawings and documentation delivered by contractors
    • The Data Management Specialist will act as the first point of contact for any issues and/or problems reported by external users.

Other Responsibilities

    Data Management Specialist will be cross-trained and expected to support other Configuration and Data Management functions including but not limited to:

    • Document Control
    • Change Control
    • Configuration Item management
      • Training development and delivery
      • Support continuous process improvement activities by identifying and driving improvements that will make the document control and configuration management processes more efficient, reliable, and cost effective.

Qualifications & Experience:

    • Bachelor’s Degree, Library Information Science/College Degree in Information and Library Technologies related field or equivalent related experience.
    • 2-3 years of related experience in Document and Data Management.

Security & Compliance Requirements

    • Canadian Reliability Status (Minimum) is required
    • Eligibility for Controlled Goods Program (CGP) Registration is required
    • Ability to handle controlled, sensitive, and export-regulated technical data in compliance with Canadian and international regulations
    • Understanding of ITAR/EAR concepts or equivalent export control frameworks is considered an asset

Key Competencies:

    • Familiarity with systems engineering data and documentation (e.g., requirements, design documentation, verification matrices, interface control documents)
    • Exposure to mission assurance or product assurance functions
    • Familiarity with configuration management and controlled data lifecycles in complex engineering programs
    • Strong attention to detail with a focus on traceability, compliance, and quality
    • Strong verbal and written communication skills in dealing with internal and external stakeholders, senior management and technical and non-technical staff.
    • Experience with multi-disciplinary, high-performing system or product development teams.
    • Intermediate to advanced proficiency using MS Office products (MS Word, MS Excel, MS PowerPoint)
    • A team player, collaborative and independently driven.
    • Must demonstrate a flexible, open-minded attitude and have strong interpersonal skills.
    • Experienced and skilled in the use of Microsoft Office – Intermediate Level.
    • Bilingual in English and French is an asset (but not required)

Decision Making & Supervision:

    • This role has no direct reports, but will work and interact with multi-disciplinary engineering, contracts, legal, and commercial teams.

Working Conditions:

    • Working conditions are typical of an office environment.
    • Occasional travel, including international travel, is possible.
