Senior Business Analyst

Role Overview

We are seeking a highly experienced Senior Business Analyst to lead and conduct business analysis across complex public-sector healthcare technology initiatives. The role requires strong business and systems analysis capabilities, stakeholder leadership, data analysis, requirements translation, process improvement, and experience supporting large, complex healthcare IT solutions.

Key Responsibilities

• Lead and conduct business analysis at varying levels of detail with relevant healthcare and public-sector stakeholders, appropriate to each project phase and aligned with applicable project management, enterprise architecture, gating, Agile, and systems development methodologies.
  
• Provide comprehensive I&IT business analysis lead services for diverse business and technology needs, including maintaining business relationships and providing ongoing advice on business improvements and development options.
  
• Prepare and advise on business analysis policies, processes, best practices, and standards.
  
• Conduct business analysis throughout all phases of the project lifecycle, including:
  
• Initial technical requirements
  
• Business analysis planning
  
• Business modeling
  
• Business transformation analysis
  
• New business development and acquired solutions
  
• Refinement and maintenance of approved business requirements
  
• Identification of significant requirement changes
  
• Analyze defects and work with relevant parties toward resolution.
  
• Support data migration activities from legacy systems to new provincial systems.
  
• Apply re-engineering concepts to identify alternative and cost-effective service delivery approaches.
  
• Provide impact analysis and create requirements/specifications for supported initiatives.
  
• Lead subject matter experts and stakeholder working groups to assess business problems, defects, improvements, and minor enhancements.
  
• Document business requirements so appropriate technology solutions can be determined.
  
• Liaise with development, Quality Assurance, third-party vendor, and public-sector teams.
  
• Present complex information effectively to technical and non-technical audiences and act as a liaison between technical teams and business stakeholders during implementation.
  
• Promote appropriate application of I&IT to business problems and perform comprehensive business needs assessments and analysis of complex business requirements.
  
• Develop and maintain business processes and user documentation for supported healthcare initiatives, including infectious disease activities, case/contact/outbreak investigation and management, immunization administration, and vaccine distribution, delivery, and inventory.
  
• Develop or support the development of training materials and deliver or support training within assigned areas of responsibility.
  
• Prepare and respond to executive queries relating to assigned areas of accountability for provincial solutions.
  
• Conduct gap analysis of vendor release upgrades and identify required changes to public health business processes, configuration, reports, and integration components.
  
• Develop strategies, business cases, cost-benefit analyses, and feasibility studies for business I&IT initiatives.
  
• Conduct business modeling, use case modeling, conceptual and logical data modeling, process and data flow modeling, use case surveys, business rules definition, and non-functional requirements definition.
  
• Monitor progress, resolve problems, and report regularly to I&IT management and decision makers.
  
• Develop performance measures for business analysis evaluation and conduct follow-up.
  

Qualifications & Experience

Public-Sector Experience

• 5+ years of experience working with federal, provincial, or broader public-sector healthcare providers.
  
• Knowledge of public-sector Enterprise Architecture artifacts or similar processes and practices, including producing technical documentation compliant with industry standards.
  
• In-depth knowledge of industry standards such as Project Management Institute (PMI) and public-sector I&IT project management methodologies.
  
• Knowledge and experience with public-sector health-related projects.
  
• Knowledge and understanding of public-sector policy and IT project approval processes and requirements.
  
• Experience adopting and adhering to public-sector Unified I&IT Project Methodology, Architecture and Gating processes, and Standard Systems Development Methodologies.
  
• Experience with large, complex IT healthcare projects.
  

Technical Skills

10+ years of experience with:

• Leading and conducting detailed business analysis to assess business problems and opportunities and translating findings into requirements from which technology solutions can be determined.
  
• Creating processes and procedures for deploying production changes while avoiding or minimizing impact on business operations.
  
• Analyzing proposed development changes and recommending approaches to minimize operational impact.
  
• Analyzing data issues and providing queries/scripts to assist with debugging.
  
• Reviewing production logs and proactively providing analysis and recommendations.
  
• Providing comprehensive I&IT business analysis services across diverse business and technology needs.
  
• Developing business analysis policies, processes, best practices, and standards.
  
• Performing business analysis across all phases of the project lifecycle.
  
• Leading subject matter experts and stakeholder working groups.
  
• Developing and maintaining business requirements.
  
• Updating business processes and user documentation for supported solutions.
  
• Applying business process re-engineering concepts.
  
• Developing strategies, business cases, cost-benefit analyses, and feasibility studies.
  
• Conducting impact analysis and developing requirements/specifications resulting from solution upgrades or new requirements.
  
• Business modeling, use case modeling, conceptual and logical data modeling, process and data flow modeling, business rules, and non-functional requirements.
  
• Conducting vendor release gap analysis across processes, configuration, reporting, and integrations.
  
• Monitoring project progress, resolving problems, and reporting to management and decision makers.
  
• Developing performance measures and conducting follow-up.
  
• Experience with dispensed drug data and/or immunization data.
  

IT Knowledge & Experience

10+ years of experience with:

• Awareness of emerging IT trends and technologies.
  
• High proficiency with Microsoft Office products.
  
• Knowledge or experience implementing cloud-based technologies/solutions and Salesforce is useful, but not mandatory.

Must Have

• 10+ years of experience leading and conducting business analysis, assessing complex business problems/opportunities, and documenting requirements so that technology solutions can be determined.
  
• Strong system analysis and system design skills.
  
• Strong communication skills, including communicating with diverse stakeholders and translating business requirements into technical requirements.
  
• Proven data discovery and profiling experience, including analyzing complex datasets to identify trends, root causes, data-quality issues, and opportunities for business improvement.
