This is a Hybrid role in Ottawa, ON. Note that role can be located at other work sites including Halifax NS or Victoria BC at local shipyards.
Position Summary
The Arctic and Offshore Patrol Ships and Joint Support Ships In-Service Support (AJISS) program provides life cycle support for six AOPS and up to two JSS vessels home ported in Halifax, Nova Scotia and Esquimalt, British Columbia over an estimated period of 35 years. Both classes of ships will be serviced by the In-Service Support (ISS) Contractor, Thales Canada Defence & Security. The contract includes start-up services for integrated logistics support activities to set up an initial support solution as the fleet enters service and covers the support of the ships and their related equipment including program management, life cycle materiel management, docking, maintenance, alterations, and disposal until the end of service life of these fleets.
When compared to other government-led naval sustainment programs, the AJISS model has a much higher level of Industry involvement - it is a highly integrated support program bringing together Government of Canada departments and industry-related engineering and maintenance support processes along with the supporting data systems, applications, and infrastructure necessary to meet the life cycle requirements of the AOPS and JSS vessels.
Thales Canada is looking for a senior Product Owner with a background in systems and business analysis who will take a leadership role in the ongoing digitization and maturation of the naval in-service support processes. The Product Owner will lead and support other analysts in the planning, estimating, organizing, and execution of work such as process capture, engineering change proposal definition, training & organizational change management, value proposition definition, and continuous improvement. This role requires a combination of leadership, ownership, and technical ability to holistically carry work through various lifecycle stages from definition through to implementation and delivery.

Product Ownership
Build, manage, and own the work backlog for assigned function within the designated project management tool through the complete lifecycle of the work;
Primary point of contact both internally and externally for assigned function;
Proactively engage with cross-functional stakeholders in connection with progressing the assigned function;
Advocate for continuous improvement and improved value proposition for the customer.
Technical Leadership
Define, embody, and promote best practices for system and business analysis;
Training and mentoring of other business analyst staff;
Build subject matter expertise and represent that expertise both internally and externally.
General Technical Duties
Lead the definition and refinement of processes based on end-user interviews / workshops or pain points gathered from within AJISS and/or within the DND/RCN;
Apply LEAN techniques, including Value Stream Mapping, to access enterprise process maturity;
Responsible for formulating value propositions in prevision to engagements with sponsors / customers;
Responsible for delivering requirements, pain points and opportunities through analysis of existing tools, processes and data;
Lead or oversee the development of ECPs per the approved AJISS template, which includes a description of the change proposal, its benefits, a cost breakdown, and a general notion of value proposition; and;
Basic Qualifications
Skills and Abilities:
12+ years of combined experience in systems analysis, product ownership, business analysis, or equivalent roles.
Minimum 3 years of demonstrated experience within the last 10 years in a role spanning the entire system development lifecycle;
Minimum 5 years of demonstrated experience within the last 10 years leading Business/System Analysis activities or workshops in a large scale project;
Demonstrated leadership abilities;
Proven problem solving and analytic skills with a track record of successful outcomes;
Recognized for ability to engage stakeholders at all levels of the organization;
Capable of developing strong relationships across the business through excellent customer service; and,
Excellent communication skills in the English language, written and verbal.
Education:
University degree in Business Administration, Computer Science or a relevant discipline.
Preferred Qualifications
Skills and Abilities:
Any level of familiarity with Delivery Management or Project Management duties
Experience in leading a cross-functional team
Experience in a military maintenance context
Experience in the defence industry
Special Position Requirements
Occasional travel to the East or West Coast
