About the Role: 

Reporting to the Associate Vice-President, Information and Technology Services, the Senior Project Manager is responsible for the planning, coordination, and successful delivery of complex, ITS projects across the University, anchored by the University’s identity and access management (IAM) modernization program. The incumbent leads projects from discovery through transition to operations, coordinating internal university teams, external vendors and system integrators, and institutional stakeholders. The Senior Project Manager ensures projects are delivered within scope, budget, and timeline while meeting the University’s security, privacy, and compliance requirements. As program capacity permits, the incumbent supports the delivery of other ITS initiatives across the portfolio. 

The Senior Project Manager will:  

  • Lead and coordinate cross-functional ITS projects, ensuring alignment across service delivery and operations, technology platforms, information security, and other ITS functional areas;  
  • Lead the delivery of the University’s identity and access management modernization program, including integration with authoritative source systems, downstream provisioning targets, and the planned decommissioning of legacy identity infrastructure; 
  • Serve as the central liaison between ITS teams and University departments to ensure strategic alignment and effective communication; 
  • Oversee the full project lifecycle including discovery, design, planning, execution, and transition to operations; 
  • Facilitate change management initiatives to support adoption of new technologies and processes; 
  • Develop and manage project budgets, forecasts, and resource plans across multiple concurrent initiatives; 
  • Maintain a holistic view of the assigned portfolio of projects, identifying interdependencies, risks, and opportunities for optimization; 
  • Develop and maintain project documentation, including charters, execution plans, risk registers, and communication strategies; 
  • Monitor and report on project performance, ensuring delivery within scope, budget, and timeline; 
  • Ensure compliance with University policies and ensure projects meet security, privacy, and data governance requirements; 
  • Build and maintain strong relationships with internal stakeholders, external partners, and senior leadership; 
  • Facilitate regular status updates, steering committee meetings, and executive briefings; 
  • Support the implementation of scalable, secure, and future-ready solutions that meet institutional needs. 

Key Skills and Experience: 

  • Undergraduate degree in a relevant discipline, or the equivalent combination of education and experience; 
  • PMP or equivalent project management certification required, and experience with project management and productivity tools; 
  • Experience in IT project management, leading cross-functional initiatives, including delivery of enterprise security, identity, or infrastructure programs and management of vendor and system integrator delivery; 
  • Strong understanding of enterprise IT environments, including infrastructure, cybersecurity, client services, and cloud technologies; 
  • Experience with implementing/upgrading firewalls, SSO, VPN, NIST or CIS Frameworks, Control workstreams; 
  • Technical experience and skills for requirements gathering, solution analysis and design, planning and coordination of the implementation of solutions for cyber and infrastructure; 
  • Working knowledge of enterprise identity infrastructure, including directory services, authentication (SSO/MFA), and access management concepts, sufficient to lead technical teams and assess vendor solutions;   
  • Experience in reviewing and implementing IAM best practices; 
  • Demonstrated experience in the RFP process, vendor review, design, deployment, and support of IAM tools; 
  • Demonstrated ability to apply fundamental project management and IT delivery principles while maintaining appropriate situational flexibility and pragmatism efficiently; 
  • Experience with people and organizational change management skills, tools, and techniques; 
  • Demonstrated ability to manage program-scale budgets, forecasts, and financial reporting; 
  • Strong risk management skills spanning technical, operational, and organizational dimensions; 
  • Excellent communication skills, including the ability to translate between technical and non-technical audiences; 
  • Promotes and embodies inclusivity and respect within the workplace and the broader community. 

Preferred or Asset Skills:  

  • Experience implementing or upgrading enterprise identity governance and administration (IGA) platforms; 
  • Security designation (e.g., CISSP, CISM) or identity platform certification; 
  • Change management certification (e.g., Prosci) or equivalent applied experience; 
  • Experience in higher education or the broader public sector; 
  • Experience with the SailPoint Platform. 

Salary and Total Rewards:  

  • Job Grade O, Salary Scale ($90,294-$144,470); 
  • Target Hiring Range: $90,294-$120,000*  
  • This is a fixed-term contract position that includes:   
  • Health & Dental Benefits: Comprehensive extended health, dental, and vision coverage. 
  • Pension Plan: Enrollment eligibility in the Brock University Pension Plan. 
  • Vacation: Up to 3 weeks per year, in addition to university holidays. 

*The final salary is based on experience, internal equity, and budget considerations within the target hiring range.
