Job Duties and Responsibilities
The Senior WEA Engineer will lead the technical implementation, compliance, and operational performance of DISH's Wireless Emergency Alerts (WEA) capabilities across our nationwide 5G network. This role requires a deep understanding of FCC regulations, wireless network architecture, and alerting protocols. The ideal candidate will work cross-functionally with core engineering, wireless cloud, network operations, legal, public safety partners, and vendors to ensure reliable and compliant emergency alerting services.
Key Responsibilities:
  • Stay current on all relevant technology standards (ATIS, 3GPP, FEMA/IPAWS) and evolving FCC regulations impacting WEA systems.
  • Interpret and apply FCC Part 10 requirements-including geo-targeting, latency, multilingual alerts-and support audits, documentation, and federal oversight efforts.
  • Partner with legal teams, public safety agencies, vendors, CTIA, and internal network teams (RAN, Core, NOC) to align on compliance and best practices.
  • Perform ongoing WEA system testing and troubleshooting using tools like Wireshark and internal telemetry to monitor and optimize performance.
  • Support end-to-end system design, call flow validation, and lead participation in Required Monthly Tests (RMTs) and live alert scenarios.

Skills, Experience and Requirements
Education and Experience:
  • Bachelor's or Master's degree in Electrical Engineering, Telecommunications, Computer Science, or a related field
  • 5+ years of experience in wireless telecom, including 2+ years working directly with WEA systems or regulatory technologies

Skills and Qualifications:
  • Deep knowledge of wireless emergency alerting systems, LTE/5G architecture, and cell broadcast technology
  • Familiarity with FEMA IPAWS architecture, CMAS/WEA specifications, and FCC compliance frameworks
  • Experience working with or within mobile network operators, public safety organizations, or government entities
  • Hands-on experience with network simulation, testing tools (e.g., Wireshark, TEMS), and performance analytics
  • Proven ability to lead cross-functional initiatives and manage external vendor relationships
  • Strong analytical, communication, and project management skills
  • Active participation in industry standards groups (e.g., ATIS, 3GPP, CTIA)
  • Familiarity with E911, PSAPs and other public warning systems
  • Experience with scripting or automation tools (e.g., Python) for log parsing, system monitoring or testing
  • Knowledge of 5G core components such as AMF and CBCF, as well as the N50 interface

Salary Ranges
Compensation: $96,250.00/Year - $140,000.00/Year

The base pay range shown is a guideline. Individual total compensation will vary based on factors such as qualifications, skill level, and competencies; compensation is based on the role's location and is subject to change based on work location.
